The Federal Government of UAE has issued this rule upon a Cabinet Resolution in 2017 which is made effective from February 4th 2018 in order to build a safe and secured country in the future.

Any Nationals
The dependents, tourists and students are now exempted from this rule.
The Validity :
The validity of this PCC is three months only.
The Procedure :

For those who resides for less than five years in UAE
Those who are temporarily residing in UAE on visit visa and needs to change it to employment-residence visa, can apply either through a nearest family member in India by authorization letter (through email), and submission of application form and Fee to the local police station or by using Consulate//BLS services in the UAE.

For those who had no criminal records, the certificate will be granted very easily in a couple of week’s time in India. Those who had a smaller list of crimes also shall be granted with PCC after complete verification of records, which takes some more time. Those who had done some grave offenses shall be referred to Special Branch for verifications. Those who had done some serious crimes shall not be granted with the certificates.
Attestations
The PCC which is received from countries outside UAE must be attested from the Home Department, UAE Embassy and The Ministry of Foreign Affairs, thus be ready for submission in the Immigration Department for Visa Processing.
This processing is somewhat like Medical Test only. Only when you qualify both Medical and PCC, you will receive the resident visa. It seems many of the expats got worried about this PCC. But, nothing to be actually annoyed for. It is a genuine scrutiny that the UAE Government is establishing in order to avoid any habitual offenders or criminals to the country. The procedures will very easily be understood for all the common man and be an alert before committing any crimes in the home country.
