The law highlights that the mere use of a VPN is not illegal; rather, it is the intent behind its use that determines legality.

TDRA’s Regulatory Policy on Internet Access Management, published in 2017, further outlines the use of VPNs. The policy specifically prohibits the use of VPNs to bypass access restrictions on prohibited content. This includes using VPN services to access blocked websites, illegal communication services, or any other content that the UAE deems restricted. The TDRA maintains a detailed list of prohibited content, updated periodically, but there is no official list of VPN services that are approved for use.

To remain compliant with UAE regulations, individuals and businesses should use VPNs responsibly and within the bounds of the law. Engaging in activities such as accessing blocked content or disguising one’s digital footprint with malicious intent can lead to significant penalties.
